SR 13 at New Rose Creek Bridge Project Development & Environmental Study Hybrid Public Hearing

Purpose: The Florida Department of Transportation (FDOT) District Two invites you to the Hybrid Public Hearing for the SR 13 at New Rose Creek Bridge (#720029) Project Development & Environment (PD&E) Study in Duval County, Florida (Financial Management Number: 448853-1-22-01). The PD&E Study is evaluating alternatives to replace the structurally deficient SR 13 bridge over New Rose Creek. This Public Hearing is being conducted to give interested persons an opportunity to express their views concerning the location; conceptual design; and social, economic, and environmental effects of the proposed improvements. The proposed bridge typical section will match the existing typical section and provide four travel lanes and one turn lane in the southbound direction. In addition, sidewalks and bicycles lanes will be provided in both directions. The environmental review, consultation, and other actions required by applicable federal environmental laws for this project are being, or have been, carried-out by the Florida Department of Transportation (FDOT) pursuant to 23 U.S.C. § 327 and a Memorandum of Understanding dated May 26, 2022, and executed by the Federal Highway Administration and FDOT. As of July 8, 2024, draft project documents and other information will be available for public review at San Marco Library located at 1513 LaSalle Street #8658, Jacksonville, Florida 32207, and at the FDOT Jacksonville Urban Office located at 2198 Edison Avenue, Jacksonville, Florida 32204 as well as on the project website (www.nflroads.com/NewRoseBridge). For your convenience, there are several options to participate in the public hearing including an in-person option and a virtual/online option. All participants, regardless of the platform they choose, will receive the same information about the proposed project. All comments received in-person, virtually, or electronically will be given equal consideration.
