A PD&E Study is FDOT’s process to evaluate the social, economic, and environmental impacts associated with a planned transportation improvement project. The purpose of this project is to improve roadway capacity by adding travel lanes, improve safety, and enhance freight movement and emergency evacuation. The Preferred Alternative includes the widening of CR 510 from two to four lanes including intersection improvements at the intersection with 58th Avenue and at SR 5/US 1, as well as multimodal features such as sidewalks, bicycle lanes, and a shared use path. A bridge over the Florida East Coast (FEC) Railway and the SR 5/US 1 intersection is also being recommended to improve safety at the railroad crossing just west of the SR 5/US 1 intersection. The improvements from the Preferred Alternative will improve capacity and safety along the CR 510 corridor while enhancing workforce and economic development for northeast Indian River County. The environmental review, consultation, and other actions required by applicable federal environmental laws for this project are being, or have been, carried out by FDOT pursuant to 23 U.S.C. § 327 and a Memorandum of Understanding dated May 26, 2022, and executed by the Federal Highway Administration (FHWA) and FDOT. The Public Hearing is scheduled for Tuesday, April 29, 2025 (Virtual), and Wednesday, April 30, 2025 (In-Person). The same information will be presented at both the virtual and in-person Public Hearing, so attending both is not necessary. ¿Virtual: Persons who do not wish to, or unable to, attend the Public Hearing in person can join the hearing virtually at 5:30 p.m. on Tuesday April 29, 2025.
