The Florida Department of Transportation (FDOT) will hold a hybrid public hearing concerning the S.R. 368 (23rd Street) Project Development and Environment (PD&E) Study from U.S. 98 to S.R. 390/St. Andrews Boulevard in Bay County on Thursday, August 7, from 5:30 to 6:30 p.m. (CDT).
This hearing is being held both virtually and in-person to provide interested persons an opportunity to express their views concerning the proposed improvements. Citizens are encouraged to attend the virtual hearing using the link provided by registering at www.nwflroads.com/calendar. Those unable to participate virtually may attend the in-person hearing. Pre-registration is required for the virtual format and encouraged for the in-person attendees. The same materials will be presented for each format. The hearing will begin as an open house at 5:30 p.m. (CDT) with a formal presentation at 6:00 p.m., followed by a public comment period.

In-Person: Those who are unable to participate virtually may attend the hearing in-person at Gulf Coast State College, Student Union East, Room 232, located at 5230 West Highway 98, Panama City.
The intent of this project is to evaluate adding capacity to S.R. 368 (23rd Street) by widening the roadway from four to six lanes from U.S. 98 to S.R. 390/St. Andrews Boulevard in the City of Panama City. The project is needed to evaluate traffic congestion and safety concerns on S.R. 368 (23rd Street) from U.S. 98 to S.R. 390/St. Andrews Boulevard. The project is approximately 1.8 miles in length.
The project information can be accessed online beginning at 12 p.m. (CDT), Thursday, July 10, at www.nwflroads.com/calendar. FDOT representatives are available to discuss the proposed improvements, answer questions, and receive comments via telephone, email, or U.S. Mail. All statements provided, or postmarked, on or before Monday, August 18, will become part of the public hearing record.
Draft project documents are available for public review beginning Thursday, July 10, through Monday, August 18, 2025, at the Gulf Coast State College Welcome Center, located at 5230 West Highway 98, Panama City, Monday through Friday from 8 a.m. to 4 p.m.

This study will consider adding a multi-use trail along U.S. 90 from Edenfield Road to the Jefferson County Line. The intent of this study is to accommodate a wide range of non-motorized modes along U.S. 90, improve pedestrian and bicycle safety, and support the development of the Shared-Use Non-motorized (SUN) Trail network within Leon County. The total distance of this study is 13.6 miles. Design is funded. Right of way and construction are not funded at this time.

The project materials may also be viewed by contacting the FDOT Project Manager via the information above. Project materials will also be available at the in-person hearing. Purpose: The Florida Department of Transportation (FDOT) will hold a hybrid public hearing concerning the S.R. 292 (Sorrento Road) PD&E Study in Escambia County on Thursday, Sept. 25. The hearing will begin with an open house from 5:30 p.m. to 6 p.m. (CDT), followed by a formal presentation and public comment period beginning at 6 p.m.

This hearing is being held to provide interested persons an opportunity to review the results of the study and to provide input on the preferred alternative. Proposed improvements include widening S.R. 292 (Sorrento Road) from two to four lanes with curb and gutter, sidewalk, and a shared-use path for pedestrians and bicycles from Innerarity Point Road to S.R. 173 (Blue Angel Parkway) to enhance safety, add capacity, and improve mobility. The total distance of this study is 5.6 miles.
